Based on the group's name, you can already guess what their agenda is. The Boom Bap Project is a group from Seattle that was (is?) signed to Rhymesayers. This cut is off an album called Circumstance Dictates, which is a dud with the exception of Who's That. Lyrically these guys constantly deliver, but the production only clicked once.
